What We Stand For

It is the mission of Jamestown Community Learning Council to strengthen the capacity of families to nurture, support and provide for their child’s academic development, emotional growth and physical well-being by establishing effective relationships between home and school.

Our belief is that parents are the first and most important teachers! At JCLC, we actively engage families in educational activities that will help their children to reach their full potential in school and in life.

Every parent wants his or her child to grow up to become a happy, productive, and successful adult and we are here for support.

About Our Award-Winning Work

Recognized for innovation and high quality

The Parents as Teachers National Organization recently recognized Jamestown Community Learning Council with the Losos Prize for Innovation in 2019 for embedding Parents As Teachers into the YWCA.

JCLC also earned Blue Ribbon Affiliate status, affirming that JCLC is among the highest quality members of the home visitation and parent education field.

About Our History

Rooted in research and expert knowledge

Jamestown Community Learning Council was established after a two-year period of extensive research conducted by an Education Task Force.

Made up of local community members who studied similar communities across the nation and considered the advice of educational consultants and experts, the Task Force’s work made clear that interest in education and performance as a student is established very early in life. It is the outside influences of a child’s environment which affect how he or she will perform as a student even before entering school.

This research and expert knowledge formed the foundation of the Jamestown Community Learning Council.

About Our Programming

JCLC’s Roots

Following the Education Task Force’s research, Jamestown Community Learning Council partnered with Jamestown Public Schools and together developed and implemented a wide range of programming that has continued throughout the past 30 years.

Starting with limited funding from area foundations, JCLC began with Project LINC (Jamestown’s first and longest running school-age childcare program at Lincoln School) and the PACT Family Literacy program at Love School, both of which are still running today.

Helping at Home

Home Visit Pilot

In the spring of 2000, Jamestown Public Schools tasked JCLC with exploring various home visiting programs and with making a recommendation for a model which could be implemented as a pilot project in four of its elementary schools. The evidence-based Parents As Teachers (PAT) program was selected and four part-time parent educators were hired and trained to begin their work in the fall of 2000.

The effectiveness of PAT has been validated by two independent evaluations that indicated greater levels of school readiness on kindergarten screening assessments for children whose families participated in the program.

JCLC Today

Serving & Growing

Today, Jamestown Community Learning Council programming includes 26 parent educators and has been incorporated into a total of 11 elementary schools, including Jamestown, 6 school districts in Chautauqua County, and 3 Jamestown middle-schools.

In addition, there are Parents as Teachers programs located in 4 separate Jamestown UPK community sites and 1 community-based site, as well as a teenage motherhood education program (TEAM) and a follow-up program for mothers who graduate high-school (PAT PLUS).

JCLC has grown leaps and bounds over the past 30 years and continues to do so with the addition of more school districts and programs on the horizon.
